Description

This is an excellent professional opportunity for a seasoned database and project manager looking to
expand her or his experience. The GIS/Asset Management Specialist will oversee and use a wide range
of software and database tools to maintain and preserve the District's nearly $1B in infrastructure,
optimize water quality, and streamline operations. Primary responsibilities will include development,
implementation, and ongoing supervision of a new computerized maintenance and asset management
system, Geographic Information System (GIS), and hydraulic and water quality models; and oversight of
conditions assessments and some design and construction projects. In addition to a competitive salary,

About the District

Located on the beautiful Pacific coast, approximately 100 miles northwest of Los Angeles, Goleta Water
District spans 29,000 acres in the Santa Barbara County South Coast area bordered on the east at Santa
Barbara’s city limits and on the west at El Capitan. It is bound on the south by the ocean and on the north
by the foothills of the Santa Ynez Mountains.

Governed by an elected Board of Directors, the District is an independent special district with an annual
operating budget of $44.9 million. The District provides water to a diverse population of approximately
87,000 in the Goleta Valley area, including agricultural, residential, commercial, industrial, and
institutional customers. The District’s water supply portfolio includes the Goleta Groundwater Basin,
connections with Lake Cachuma and the State Water Project, and a recycled water system. The water
system includes over 270 miles of pipelines, the LEED-certified Corona Del Mar Water Treatment Plant,
storage reservoirs, pumping facilities, and 14 groundwater production and injection wells.

Requirements

Under direction, this experienced professional level class will work with a team to implement a complex capital program for treatment and distribution systems of potable and recycled water. This position is responsible for developing, managing, operating, and maintaining the District’s Geographic Information System (GIS), asset management systems, computerized maintenance management system (CMMS), hydraulic model, water quality models, and web-based third-party application software. This includes supervising Engineering staff and consultants, contractors, and vendors engaged in the development and ongoing use of a range of digital tools. The position also acts as project manager for a variety of smaller scale capital projects, including conditions assessments of different asset classes and oversight of design, construction, and repair projects. The incumbent exercises significant authority and independence in implementing a broad range of professional resource management services in coordination with the Chief Engineer. Performs other work-related duties as required.

Essential Duties and Responsibilities

  1. Oversee and perform professional level staff in the work of the engineering units as assigned.
  2. Perform a variety of GIS/database activities, including conducting user needs assessments; preparing application designs and programming specifications; managing outside consulting contracts and budgets; testing new applications; upgrading and enhancing existing applications; conducting end-user training; programming database reports and forms; defining and administering database user profiles and security requirements; performing database administration; preparing system and end-user documentation; managing and enforcing data management procedures; evaluating new technologies; and preparing GIS datasets, maps, database reports, graphics, and specialized queries in support of hydrogeologic and engineering studies and projects.
  3. Lead the work of others to administer asset data collection, management and reporting functions.
  4. Guide and leads the development, coordination, and implementation of database systems, data construction, programming, GIS analysis, system implementation, system maintenance, and project management.
  5. Leads the work of staff and/or contractors assigned to the development, improvement, and/or implementation of asset management systems.
  6. Develops and updates asset management system performance concepts, methods and metrics.
  7. Designs, develops, guides, and leads the implementation of infrastructure asset management programs and strategic plans, including the development of concepts, procedures, guidelines, analytical methods, business methods, decision making systems, and data collection methods.
  8. Manage design contracts as required, including preparing and administering consultant contracts; developing scope, budget, and schedule; reviewing engineering calculations and technical memoranda; identifying and recommending alternatives; resolving key issues; preparing project feasibility studies and life-cycle cost analyses; identifying and mitigating project risks.
  9. Manage construction contracts as required, including preparing and understanding construction contract documents (plans and specifications), understanding construction techniques, reviewing submittals and requests for information, negotiating change orders and claims, preparing cost estimates and project schedules, performing testing/training/startup activities, and managing the overall project budget, scope, and schedule.
  10. Ensure that projects meet budget, schedule, and quality objectives.
  11. Perform calculations; prepare and review specifications, cost estimates, and correspondence.
  12. Coordinate work with other departments and outside agencies.
  13. Respond to requests for information; provide assistance to contractors, outside engineers, and the public.
  14. Interpret, explain, and apply policies, procedures, and standards.
  15. Read and interpret maps, specifications, plans, and drawings.
  16. Attend meetings; represent the District on related issues.
  17. Provide work direction to professional and technical engineering and clerical staff; reviews work for completeness and accuracy.
  18. Coordinates activities with other departments and agencies.
  19. May set performance standards of subordinate employees; participates in on-the-job training programs of personnel; participates in employee selection; provides performance evaluations and performs disciplinary actions.
  20. Gather and compile a variety of data; compose memoranda; prepare and submit technical documents and reports for internal usage and for use by regulatory agencies.
  21. Assist in developing and monitoring engineering program and capital infrastructure budgets and planning documents; coordinate and participate in technical programs, activities, and events to meet goals and objectives.
  22. Serve as District liaison with regulatory agencies and customers; serve on committees and panels to represent the District’s best interests; assist in the development of inter-agency procedures.
  23. Participate in the development of new and improved policies and procedures, fees, ordinances, and regulations; maintain procedural handbook
